Panhandlers on the street

Seeing all these panhandlers on the street, more and more each day, makes me think that instead of just giving them money because they are there looking down on their luck, let's instead "tip" them if they can keep their respective street corners clean and free of trash. Maybe even get the city's participation to provide some kind of portable trash/recycling bins to panhandlers so they can get tips for accepting trash from motorists! Just a thought...
